Not really, since his plots aren’t particularly confusing. You just need to pay attention. Just because a plot requires you to think, doesn’t make it “confusing”. Moffat simply writes his stories under the assumption his audience has an attention span.
Exactly. To understand Moffat’s DW, you have to do two things:
1) Actually watch the show. And not while texting or playing games - watch the bloody show.
2) Keep watching the show. Moffat’s Doctor Who is much less standalone than Russell’s was, in my opinion. Just watching one episode will confuse you.
These aren’t exactly the most difficult things to do. But they are different from what Russell’s Doctor Who required. So I do understand if you don’t like Moffat’s version of the show because of this… but don’t call it “bad plots and characters”. Call it what it is.

SO MUCH THIS. I hate when people talk smack about Moffat Era and his characters and what not, like it’s REALLY that hard to understand or confusing. Then again, it MIGHT BE for say, a casual fan. Someone who texts whilst watching or doesn’t pay complete attention to the episodes. But, honestly, isn’t that what you should be doing anyway? You don’t watch television just to text and do other things whilst watching, do you? You watch to be entertained, to be told a story and hey, whaddya know, even Moffat Era stories do that. It’s just something you have to pay attention to. Imagine that. 

Doctor Who pretty much always rewards paying attention. That’s part of why we watch them over and over, not just to re-experience the stories or the characters but to pick up nuances we may have missed, and sometimes even think Deep Thoughts about timey-wimeyness or what makes a true hero. But even watching a Series 6/32/11.2/Fnarg+1 episode for the first time, you can follow it if you pay attention. Even the story arc stuff is helpfully signposted. “But we saw him die!”
That said, Moffat has promised that next season will be different. “This is the most arc-intensive we’ve ever been and I’m throwing the lever the other way next year,” he says. As he explained in Doctor Who Magazine, “At this stage, everything is a single episode, and the only reason anything will become a two-parter is if we think it needs to be; not so much that the story is too long for 45 minutes, because nothing is too long for 45 minutes, but if it feels as though there are two distinct stages to the story…. I want to be able to say, every week, we’ve got a big standalone blockbuster, and then a trailer that makes it look like nothing compared to what’s going to happen next week! That’s the form for next year.”
